* (Source #1) Today, everyone agrees that there are limits to how much abuse
the Earth's complex & wonderful ecosystems can be subjected to without
causing irreparable damage. In fact, a major theme of modern life has been
that of striking a balance between protecting the Earth on the one hand,
& making effective use of its resources on the other. One of these resources
is our atmosphere, a major component of which is the ionosphere, starting
at about 40 miles above the Earth's surface, & continuing on up to around
600 miles. The ionosphere is vital to our very life, since it blocks much
of the harmful radiation from the sun.
POWERFUL TRANSMITTER
Right now, up in a remote Alaskan site surrounded by barbed wire, 36 antennas
point skyward, the first phase of a modular, expandable system destined
to become the world's most powerful radio transmitter. This joint project
of the U.S. Air Force, Navy, & the University of Alaska is called the
High-frequency Active Auroral Research Program, or HAARP. The reversal of
a radio telescope, HAARP's antennas send out signals instead of receiving
them. HAARP is nothing less than the government's "test run" of
a super-powerful radio-wave-beaming technology that can lift areas of the
ionosphere by focusing an energy beam on it & heating those areas. Electromagnetic
waves then bounce back onto Earth - with many possible effects, some beneficial,
some frightening, & some totally unknown & unknowable.
HAARP publicity gives the impression that the program is mainly an academic
project with the goal of changing the ionosphere to improve communications
for the good of mankind. However, other U.S. military documents put it more
clearly: HAARP aims to learn how to "exploit the ionosphere for Department
of Defense purposes." What sort of purposes?
MILITARY DOCUMENTS SAY THE HAARP SYSTEM COULD:
* Give the military a tool to replace the electromagnetic pulse effect of
atmospheric thermonuclear devices (considered a viable option by the military
at least until 1986);
* Replace the huge Extremely Low Frequency (ELF) submarine communication
system operating in Michigan & Wisconsin with a new & more compact
technology;
* Be used to replace the over-the-horizon radar system that was once planned
for the current location of HAARP with a more flexible & accurate system;
* Provide a way to wipe out communications over an extremely large area,
while keeping the military's own communications systems working;
* Provide a wide-area Earth-penetrating tomography which, if combined with
the computing abilities of EMASS & Cray computers, would make it possible
to verify many parts of nuclear nonproliferation & peace agreements;
* Be a tool for geophysical probing to find oil, gas, & mineral deposits
over a large area;
* Be used to detect incoming low-level planes & cruise missiles, making
other technologies obsolete.
Of course, the above abilities seem like a good idea to all who believe
in sound national defense & to those concerned with cost-cutting. However,
other possible uses to which HAARP may be put, which can only be found in
U.S. Air Force, Army, Navy & other federal agency records, are truly
alarming. Government documents reveal that HAARP will be used to alter the
ionosphere in a manner that will lead to the implementation of technology
capable of changing weather patterns, changing the chemical composition
of the ionosphere, blocking all global communications, disrupting human
mental processes, & much more.
If all that weren't ominous enough, unintended effects from the reckless
use of these power levels in our natural shield - the ionosphere - could
be cataclysmic, according to some scientists. Without doubt, the government
does not really know what the full impact of using this technology will
be. And yet, it is evidently willing to tamper with all of our live s in
the interest of its version of global security. A founder of the "NO
HAARP" movement, Alaskan Clare Zickuhr frames the issue this way: "The
military is going to give the ionosphere a big kick & see what happens."
Project proponents, predictably, have a different view. If the military
& the University of Alaska (Fairbanks) can show that this new ground-based
"Star Wars" technology is sound, they both win. The military will
have a relatively inexpensive defense shield & the University will be
able to brag about the most dramatic geophysical manipulation since atmospheric
explosions of nuclear bombs. After successful testing, they will have the
military megaprojects of the future & huge markets for Alaska's North
Slope natural gas.
SECRET PATENTS
The true implications of HAARP become apparent only when we look at the
patents on which the project is based. For that, we must back up a little
bit. The U.S. Air Force, in its November 3, 1993 press release, announced
that the prime contractor on the HAARP program was a little known company
called Arco Power Technologies, Incorporated. APTI's parent company is the
Atlantic Richfield Company (ARCO), one of the world's biggest oil companies
& the largest employer in Alaska, where it controls trillions of cubic
feet of natural gas & billions of barrels of oil.
QUESTION: How does a small subsidiary company acquire a military contract
for such a major project? The contract with APTI was over five times the
organization's annual sales! It is my contention that the only way a virtually
unknown company, in the military contracting environment, could win such
a contract is by possessing proprietary information of use in the project.
It just so happens, APTI owned the Eastlund Patents. Close examination of
the patents described below - those of Bernard J. Eastlund, former president
of APTI - reveals that they provide the hidden agenda for HAARP's ultimate
development.
Eastlund's U.S. Patent #4,686,605, "Method & Apparatus for Altering
a Region in the Earth's Atmosphere, Ionosphere and/or Magnetosphere,"
was sealed for a year under a government secrecy order. According to Eastlund's
unique design for an ionospheric heater, the radio frequency (RF) radiation
was to be concentrated & focused to a point in the ionosphere, which
would throw an unprecedented amount of energy into the ionosphere. The Eastlund
device would allow a concentration of one watt per cubic centimeter, compared
to others only able to deliver about one-millionth of a watt. HAARP as currently
constituted cannot project this amount of power into the ionosphere, but
it is, rather, the first necessary phase in the development of Eastlund's
super ionospheric heater. The Eastlund technology could lift & change
the ionosphere in the ways necessary to create the many futuristic effects
described in Eastlund's patent which, according to the patent itself was
based in turn on the work of the legendary inventor Nikola Tesla in the
early 1900's.
Specifically, Eastlund's patent said the technology described therein can
confuse or completely disrupt airplanes' & missiles' sophisticated guidance
systems. Further, this ability to spray large areas of Earth with electromagnetic
waves of varying frequencies, & to control changes in those waves, makes
it possible to knock out communications on land or sea as well as in the
air. The patent said:
"Thus, this invention provides the ability to put unprecedented amounts
of power in the Earth's atmosphere at strategic locations & to maintain
the power injection level, particularly if random pulsing is employed, in
a manner far more precise & better controlled than heretofore acomplished
by the prior art, particularly by detonation of nuclear devices of various
yields at various altitudes...
"...it is possible not only to interfere with third party communications
but to take advantage of one or more such beams to carry out a communications
network even though the rest of the world's communications are disrupted.
Put another way, what is used to disrupt another's communications can be
employed by one knowledgeable of this invention as a communication network
at the same time.
"...Large regions of the atmosphere could be lifted to an unexpectedly
high altitude so that missiles encounter unexpected & unplanned drag
forces with
resultant destruction...
"Weather modification is possible by, for example, altering upper atmosphere
wind patterns by constructing one or more plumes of atmospheric particles
which will act as a lens or focusing device. ...Molecular modifications
of the atmosphere can take place so that positive environmental effects
can be achieved. Besides actually changing the molecular composition of
an atmospheric region, a particular molecule or molecules can be chosen
for increased presence. For example, ozone, nitrogen, etc., concentrations
in the atmosphere could be artificially increased...." We found 11
other APTI patents. They told how to make "Nuclear-sized Explosions
without Radiation," a wireless system for sending electrical power,
over-the-horizon radar, detection systems for missiles carrying nuclear
warheads, electromagnetic pulses previously produced by thermonuclear weapons,
& other "Star Wars" tricks. Although APTI was the contractor
that built the HAARP facility, in 1994 parent company ARCO sold APTI, the
patents, & the second phase construction contract to E-Systems, one
of the world's biggest intelligence contractors, which does work for the
CIA, defense intelligence organizations, & others. ($1.8 billion of
their annual sales are to these organizations, with $800 million for black
projects - projects so secret that even Congress isn't told how the money
is being spent.)
E-Systems was in turn bought out by Raytheon, one of the largest defense
contractors in the world (#42 on 1994's "Fortune 500" list). Raytheon
has thousands of patents, some of which will be valuable in the HAARP project.
Still, the twelve Eastlund patents are the backbone of the HAARP project,
& are now buried among the thousands of others held in the name of Raytheon.
If the discovery of the Eastlund patents & their connection to HAARP
gave us cause for alarm, we were further disturbed by U.S. Air Force documents
that reveal that a system has been developed for manipulating & disrupting
human mental processes through pulsed radio-frequency radiation (the stuff
of HAARP) over large geographical areas. Will HAARP be used for disrupting
human mental processes? Would our government do such a thing? You decide.
More than 40 pages of our book, "Angels Don't Play This HAARP,"
chronicle the work of Harvard professors, military planners, & scientists
as they plan & test this use of the electromagnetic technology. One
of the papers describing this use was from the International Red Cross in
Geneva, which even gave the frequency ranges where these effects could occur
- the same ranges which HAARP is capable of broadcasting. The most telling
material about this technology came from Zbigniew Brzezinski, former National
Security Advisor to President Jimmy Carter, & J.F. MacDonald, science
advisor to President Lyndon Johnson & a Professor of Geophysics at UCLA.
Each wrote about use of power-beaming transmitters for geophysical &
environmental warfare, how these effects might be caused, & the negative
effects on human health & thinking.
BRZEZINSKI, MORE THAN 25 YEARS AGO, WROTE IN HIS BOOK,
"BETWEEN TWO AGES":
"Political strategists are tempted to exploit research on the brain
& human behavior. Geophysicist Gordon J. F. MacDonald - specialist in
problems of warfare - says accurately-timed, artificially-excited electronic
strokes 'could lead to a pattern of oscillations that produce relatively
high power levels over certain regions of the Earth.... In this way, one
could develop a system that would seriously impair the brain performance
of very large populations in selected regions over an extended period...'
No matter how deeply disturbing the thought of using the environment to
manipulate behavior for national advantages, to some the technology permitting
such use will very probably develop within the next few decades."
MacDonald, a member of President Johnson's Science Advisory Committee &
later the President's Council on Environmental Quality, published papers
on the use of environmental control technologies for military purposes.
The most profound comment this geophysicist made was: "The key to geophysical
warfare is the identification of environmental instabilities to which the
addition of a small amount of energy would release vastly greater amounts
of energy."
MacDonald & other geophysicists recognized that adding energy to the
environmental soup could have large effects. However, humankind has already
added substantial amounts of electromagnetic energy into our environment
without understanding what might constitute critical mass. Have these additions
been without effect, or is there a cumulative amount beyond which irreparable
damage can be done? Is HAARP another step in a journey from which we cannot
turn back? Are we about to embark on another energy experiment which unleashes
another set of demons from Pandora's Box?
SEEING INTO THE EARTH
Some may think: "So what if the military uses exotic beam weaponry
on Saddam Hussein's troops? So long as they don't use it on the American
people, I'm all for it." But how much do you trust your government
to keep a powerful & difficult-to-detect people-control technology offshore?
Consider another U.S. government document, in which the Air Force claims:
"The potential applications of artificial electromagnetic fields are
wide-ranging & can be used in many military or quasi-military situations....
Some of these potential uses include dealing with terrorist groups, crowd
control (Editor: 'crowd control?' That sounds pretty domestic.), controlling
breaches of security at military installations, & antipersonnel techniques
in tactical warfare. In all of these cases the EM (electromagnetic) systems
would be used to produce mild to severe physiological disruption or perceptual
distortion or disorientation. In addition, the ability of individuals to
function could be degraded to such a point that they would be combat-ineffective.
Another advantage of electromagnetic systems is that they can provide coverage
over large areas with a single system. They are silent, & countermeasures
to them may be difficult to develop...."
Do these comments point to uses already somewhat developed? The author of
the government report refers to an earlier Air Force document about the
uses of Radio-frequency radiation in combat situations. And we would remind
the reader that HAARP is the largest & most versatile radio-frequency
radiation transmitter in the world. One of the oft-cited uses for HAARP,
noted in the U.S. Congressional Record, deals with penetrating the Earth
with signals bounced off the ionosphere. These signals are used to look
inside the planet to a depth of many kilometers in order to locate underground
munitions, minerals, & tunnels. For 1996, the U.S. Senate has set aside
$15 million to develop this ability, called "Earth-penetrating tomography."
So what's the problem? The frequency needed for Earth-penetrating radiations
is within the frequency range most cited for disruption of human mental
functions. It may also have profound effects on migration patterns of fish
& wild animals which rely on an undisturbed energy field to find their
routes.
WEATHER CONTROL
As if electromagnetic pulses in the sky & mental disruption were not
enough, Eastlund bragged that the super-powerful inonospheric heater could
also control weather. We have brought to light government documents indicating
that the military possesses weather-control technology. When HAARP is eventually
built to its full power level, it could create weather effects over entire
hemispheres. If one government experiments with the world's weather patterns,
don't the effects of that interference impact everyone else on the planet?

The military has had about 20 years to work on weather warfare methods,
which it euphemistically calls "weather modification." For example,
rainmaking technology was taken for a few test rides in Vietnam. The U.S.
Department of Defense sampled lightning & hurricane manipulation studies
in Project Skyfire & Project Stormfury. "Angels Don't Play This
HAARP" cites an expert who says the military studied both lasers &
chemicals, which they figured could damage the ozone layer over an enemy.
Looking at ways to cause earthquakes, as well as to detect them, was part
of the project named Prime Argus, decades ago.
In 1994, the Air Force revealed its Spacecast 2020 master plan which includes
weather control. Noting that "using environmental modification techniques
to destroy, damage or injure another state [is] prohibited," the Air
Force nevertheless claimed that advancing technology "compels a re-examination
of this sensitive & potentially risky topic."
FORTY YEARS OF ZAPPING THE SKY?
As far back as 1958, the chief White House advisor on the weather modification,
Captain Howard T. Orville, said the U.S. Defense Department was studying
"ways to manipulate the charges of the Earth & sky & so affect
the weather by using an electronic beam to ionize or de-ionize the atmosphere
over a given area." A few years later, in 1966, MacDonald, then Associate
Director of the Institute of Geophysics & Planetary Physics at the University
of California, Los Angeles, published papers on the use of environmental
control technologies for military purposes. MacDonald had a number of ideas
for using the environment as a weapon system & he contributed to what
was, at the time, the dream of a futurist. When he wrote his chapter, "How
to Wreck the Environment," for the book "Unless Peace Comes,"
he was not kidding around. In it he describes the use of weather manipulation,
climate modification, polar ice-cap melting or destabilization, ozone depletion
techniques, earthquake engineering, ocean wave control, & brainwave
manipulation using the planet's energy fields. He also said that these types
of weapons would be developed and, when used, would be virtually undetectable
by their victims. Is HAARP that weapon?
The military's intention to do environmental engineering is well-documented.
The U.S. Congress's subcommittee hearing on Oceans & International Environment
looked into military weather & climate modification conducted in the
early 1970's. "What emerged was an awesome picture of far-ranging research
& experimentation by the Department of Defense into ways environmental
tampering could be used as a weapon," said another author cited in
"Angels Don't Play This HAARP." The revealed secrets surprised
legislators. Would an inquiry into the state of the art of electromagnetic
manipulation surprise lawmakers today? They may find out that technologies
developed out of the HAARP experiments in Alaska could deliver on Gordon
MacDonald's vision, because leading-edge scientists are describing global
weather as not only air pressure & thermal systems, but also as an electrical
system.
SMALL INPUT, BIG EFFECT
HAARP zaps the ionosphere where it is relatively unstable. Remember, the
ionosphere is an active electrical shield protecting the planet from the
constant bombardment of high-energy particles from space. This conducting
plasma, along with Earth's magnetic field, traps the electrical plasma of
space & holds it back from going directly to the Earth's surface, says
Charles Yost of Dynamic Systems in Leicester, North Carolina. "If the
ionosphere is greatly disturbed," he says, "the atmosphere below
is subsequently disturbed.
Another scientist interviewed said there is a super-powerful electrical
connection between the ionosphere & the part of the atmosphere where
our weather comes onstage: the lower atmosphere. For example, one manmade
electrical effect - power-line harmonic resonance - causes fallout of charged
particles from the Van Allen radiation belts, & the falling ions cause
ice crystals, which precipitate rain clouds.
What about HAARP? Energy blasted upward from an ionospheric heater is not
much compared to the total in the ionosphere, but HAARP documents admit
that the thousandfold greater amounts of energy can be released in the ionosphere
than injected. As with MacDonald's "key to geophysical warfare,"
"nonlinear" effects mean small input & large output. Astrophysicist
Adam Trombly says an acupuncture model is one way to look at the possible
effect of multi-gigawatt pulsing of the ionosphere. If HAARP hits certain
points, those parts of the ionosphere could react in surprising ways. "Angels
Don't Play This HAARP" (subtitled, "Advances in Tesla Technology")
is about the military's plan to manipulate that which belongs to the world:
the ionosphere. The arrogance of the U.S. Government in this is not without
precedent. Atmospheric nuclear tests had similar goals. More recently, China
& France put their people's money to destructive use in the underground
nuclear tests. It was recently reported that the U.S. Government spent $3
trillion on its nuclear program since its beginnings in the 1940's. What
new breakthroughs in life science could have been made with all the money
spent on death?
We believe that democracies need to be founded on openness, rather than
the secrecy which surrounds so much military science. Knowledge used in
developing revolutionary weapons could be used for healing & helping
mankind. Because they are used in new weapons, discoveries are classified
& suppressed. When they do appear in the work of other independent scientists,
the new ideas are often frustrated or ridiculed, while military research
laboratories continue to build their new machines for the killing fields.
However, we believe the military-industrial-academic-bureaucratic Goliath
can be affected by the combined power of determined individuals & the
alternative press. Becoming informed is the first step to empowerment.

* Pilot claims 747 lost autopilot near HAARP---The following is a transcript
of a call to Art Bell's "Coast to Coast" show on Dec. 1, 1995,
during an interview with Dr. Nick Begich about HAARP:
Caller: I'm a 747 pilot. About three weeks ago, I was flying from New York
up over Canada to Anchorage - we have a big base up there. The airplane
has three autopilots. We went into a slow roll to the left, [while] we were
running the airplane on the three INS units, all intermixed, talking to
each other. The airplane turned to the left, reached about a 30 degree bank,
disconnected the autopilot, tried B autopilot, same thing, C autopilot,
same thing. This lasted for about 15 minutes, & we were hand-flying
the airplane.
Art: In other words, you had triple redundancy, & in each case the autopilots
were being affected in a similar way - nearly impossible.
Caller: That's correct. And when you are running in the INS mode, the main
compass system is oriented to true north. However, next to that is the radiomagnetic
indicator, that is referenced to magnetic north.
Art: So you're speculating there was a change in magnetic north.
Caller: Yes, yes.
Art: Where again did this occur?
Caller: Around Whitehorse.
Begich: HAARP is at Gakona, Alaska, which is not very far away. You were
within a few hundred miles of the HAARP transmitter. (Editor's note: Whitehorse
is the capitol of the Yukon, roughly 400 miles from HAARP.)
Caller: I see. We had no idea what was going on. And then later, we tried
re-engaging the autopilots, & one by one they all worked fine. The rest
of the flight into Anchorage was uneventful.
Begich: That's exactly the kind of thing that we are talking about. This
is serious business.
NOTE: The Air Force's 440-page environmental impact statement about HAARP
states that the transmission of the IRI (Ionospheric Research Instrument)
can raise the internal body temperature of nearby people, ignite road flares
in the trunks of
cars, detonate aerial munitions that use electronic fuses, & scramble
aircraft communications, navigation, & flight-control systems.

On Feb. 14, 1996, I called Roy Heitman, Public Affairs Specialist at
Hanscom AFB in Massachusetts to ask him about HAARP. After reading the transcript
of the 747 pilot's call to Art Bell describing how the pilot lost his autopilot
capabilities near HAARP, Heitman discounted any possibility of HAARP's being
responsible. "HAARP points up, it doesn't point out towards Whitehorse,"
he commented. "So if he's several hundred miles away, he's nowhere
near it." After discussing the matter a little further, we ended the
call. An hour later, Mr. Heitman called back, with HAARP Program Manager
John Heckscher also on the line. Heckscher wanted to hear about the airplane
incident. After I read him the transcript, he asked me when the incident
was alleged to have happened.
After Dark: Dec. 1 was the night of Art Bell's program, & the caller
said the incident occurred about three weeks prior, so it would have been
in early November.
Heckscher: We were on in November, at very low power, but we were on. The
contractor was up & testing the array between Nov. 10 & Nov. 21.
After Dark: Is there any way HAARP could have been interfering with the
functioning of the plane's autopilots?
Heckscher: You can't entirely rule it out. But, on the other hand, we are
at a very low power. A ham radio operator has the ability to transmit more
power than we were transmitting. The maximum we were transmitting then was
340 watts. We had 34 transmitters operating at their lowest power, 10 watts
each. Furthermore, 400 miles away is not within the range of the beam. Even
if we were up on full power, there is, according to FAA standards, no danger
to any airplane. So for this guy to be 400 miles away, & the claim made
that we may have interfered with him, I believe to be erroneous. Still,
if it was during one of the days that we were transmitting, then we have
to look into it further.
After Dark: Unfortunately, the call, like all talk radio calls, was anonymous.
Heckscher: But if he experienced that, he should have reported it to the
FAA as an incident. We work with the Anchorage FAA office, & I could
call my contact there & find out if it was reported.
(NOTE: Mr. Heckscher said he would call back to verify whether or not the
747 incident had been reported to the FAA. At press time, After Dark has
not heard back from Heckscher.)
After Dark: All your press has been negative.
Heckscher: Yes, like the Popular Science article (Sept.'95). Author Mark
Farmer came up to the site where we were building the thing in Alaska, along
with the "Sightings" crew, which absolutely bowled me over. I
had no idea he had any connections with "Sightings." (A popular
television program about UFOs, anomalies, & related topics, "Sightings"
recently aired a segment on HAARP, raising concerns similar to those raised
by Begich & Manning.) I thought he understood - and I think he does
understand a lot of it - but I think he's suspicious. He's distrustful of
what we're doing. And I don't know how to combat that. All I can say is
that, by law, we can only build what we have described to the public, &
our organization is not one of those that is trying to control people's
minds. Although no doubt there are organizations like that.
After Dark: Do you put any stock at all in the things Dr. Nick Begich is
saying?
Heckscher: It depends what it is. I have tried looking through the book,
but I'm afraid I have trouble keeping my mind on it when I'm reading it.
After Dark: Begich is making claims of both dangerous capability & nefarious
intentions. These are two distinct issues. Does HAARP have the capability
of disrupting mental processes, jamming global communications, changing
weather patterns, interfering with wildlife migration patterns, negatively
affecting human health, & unnaturally impacting the Earth's upper atmosphere?
Those are capability issues. The other factor is intentions.
Heckscher: First, let's talk about intentions. I am in a government research
laboratory which researches the ionosphere. So my job is to make the machines,
employ the scientists, & do the things that will help the Air Force
communicate, observe, & navigate in the presence of the ionosphere.
I can't get into weather control, I can't get into mind control.
After Dark: Let's stipulate that you're a good guy. But what are the chances
that another agency in the government could take this research & use
it for nefarious purposes?
Heckscher: If that were true, I wouldn't be on the phone talking to you
about HAARP. You know how the military works; if there's a classified aspect
of it, I'm not allowed to make any statement at all. HAARP's capability
is determined by the National Environmental Protection Act, which required
us to do this two-year, two million dollar study that resulted in the Environmental
Impact Statement. We cannot, by law, do anything beyond what is described
in the EIS. So even if we wanted to build Eastlund's patent, we couldn't!
Unless we went through the whole EIS procedure, saying "Hey, guys.
We're going to build Eastlund's patent, what are your problems with that?"
And then we'd have more public hearings like the ones we have already had.

* When I first examined the Eastlund patent records, a cold chill ran
through me as I realized that the diagrams I was seeing were reminiscent
of patents issued to Nikola Tesla in the late 19th & early 20th century.
Furthermore, among the reference sources in the patent itself were two articles
from "The New York Times." When I reviewed the articles, I found
they were about Tesla. The articles that were referenced in the U.S. patent
were extremely interesting in that they were, in part, the basis for the
research into this current technology. The first article from "The
New York Times," Dec. 8, 1915, contained:
Nikola Tesla, the inventor, has filed patent applications on the essential
parts of a machine the possibilities of which test of a layman's imagination
& promise a parallel of Thor's shooting thunderbolts from the sky to
punish those who had angered the gods.... Suffice it to say that the invention
will go through space with a speed of 300 miles a second, a manless ship
without propelling engine or wings, sent by electricity to any desired point
on the globe on its errand of destruction, if destruction is what its manipulator
wishes to effect.
"It is not a time," said Dr. Tesla yesterday, "to go into
the details of this thing. It is founded upon a principle that means great
things in peace; it can be used for great things in war. But I repeat, this
is not the time to talk of such things."
"It is perfectly practicable to transmit electrical energy without
wires & produce destructive effects at a distance. I have already constructed
a wireless transmitter which makes this possible, & have described it
in my technical publications, among which I refer to my patent number 1,
1 19,732 recently granted. With a transmitter of this kind we are enabled
to project electrical energy in any amount to any distance & apply it
for innumerable purposes, both in war & peace.
Through the universal adoption of this system, ideal conditions for the
maintenance of law & order will be realized, for then the energy necessary
to the enforcement of right & justice will be normally productive, yet
potential & in any moment available, for attack & defense. The power
transmitted need not necessarily be destructive, for, if distance is made
to depend upon it, its withdrawal or supply will bring about the same results
as those now accomplished by force of arms."
The next article referenced in the patent also ran in "The New York
Times," on Sept. 22, 1940 & read as follows:
Nikola Tesla, one of the truly great inventors who celebrated his 84th birthday
on July 10, tells the writer that he stands ready to divulge to the United
States Government the secret of this "teleforce," with which,
he said, airplane motors would be melted at a distance of 250 miles, so
that an invisible Chinese Wall of Defense would be built around the country.
The "teleforce," he said, is based on an entirely new principle
of physics that "no one has ever dreamed about," different from
the principle embodied in his inventions relating to the transmission of
electrical power from a distance, for which he has received a number of
basic patents. This new type of force, Mr. Tesla said, would operate through
a beam one hundred-millionth of a square centimeter in diameter, & could
be generated from a special plant that would cost not more than $2,000,000
& would take only about three months to construct.
The beam, he states, involves four new inventions, two of which already
have been tested. One of these is a method & apparatus for producing
rays "and other manifestations or energy" in free air, eliminating
the necessity for a high vacuum; a second is a method & process for
producing "very great electrical force;" the third is a new method
for producing "a tremendous electrical repelling force." This
would be the projector, or gun, of the system. The voltage for propelling
the beam to its objective, according to the inventor, will attain a Potential
of 50,000,000 volts. With this enormous voltage, he said, microscopic electrical
particles of matter will be catapulted on their mission of defensive destruction.
He has been working on this invention, he added, for many years & has
recently made a number of improvements in it.
There was a third reference which was apparently authored by Tesla which
could not be obtained. The ideas expressed by Tesla in these articles raise
more questions about the version of "law & order" likely to
arise from any military organization controlling such technology. In recent
days we have seen many of the excesses of the military establishment in
testing their "peacekeeping" technologies to the detriment of
individuals in the population. If this technology is to be implemented anywhere
it should be done so openly & honestly, & only when it can be demonstrated
as safe & worthwhile for improving the human condition.

* [Commentator] In 1993, the F.A.A. started warning pilots to stay away
from a certain airspace over Alaska. The U.S. Government was experimenting
with a new breed of HIGH ALTITUDE ELECTRONIC TECHNOLOGY. It was significantly
altering the Alaskan airspace. The experiments continue to this day and
critiques are warning that this project could have GLOBAL effects that will
destroy our planet.
In Alaska the rugged, pristeen wilderness is time-less. Most of it remaining
just as it has for thousands of years. In the midst of all this natural
beauty, just outside the small town of KAKONA, stands an ENORMOUS and seemingly
harmless antenna farm. It is a 100 million dollar Air Force project known
as HAARP. And the critiques, of the soon to be completed facility, charge
it just may turn out to be the ultimate doomsday machine.
[Mr Kelly] 'It's got all the marks of Dr. Strangelove on it.'
[C] HAARP is an acronym for HIGH-FREQUENCY ACTIVE AURORAL RESEARCH
PROGRAM. According to program manager, John Hessher, the park is a research
facility designed to study the IONOSPHERE.
[Mr Hessher] "All the military have communication, surveillance, navigations
systems whose paths either traverse the Ionosphere or reflect from it. So
we need to be very careful about what we know about it and how we study
it. What we're interested in is what is the effect of a large INPUT of ENERGY
on the Ionosphere?
[C] The Ionosphere is the outer-most layer of the earth's atmosphere. It
is part of the electromagnetic field that keeps out harmful solar and cosmic
radiation. One visible effect of the sun's rays hitting the Ionosphere is
the Aurora, known as the Northern Lights. The Ionosphere also plays a vital
role in world-wide radio communications.
[new speaker] The first communication across the ocean were quite a surprise
when it was first known. People thought that there'd be no chance to put
signals across the ocean by wire-less and in fact, what the Ionosphere does
is act like a mirror. So when you transmit a signal, it bounces off the
Ionosphere and then it bounces off the earth.
[C] When HAARP is fully operational it will transmit extremely powerful
blasts of
high-frequency radio waves directly up into the atmosphere, super heating
the electrons that make up the Ionosphere. This will cause them to disperse
- effectively PUNCHING a HOLE in the Ionosphere. But...
[another speaker] After you turn the instrument off, this thing [Ionosphere
band] kind of moves around and it gets replenished, and within a few minutes
it's back to where you can't even detect there was a hole in it.
[C] The Air Force says that manipulating the Ionosphere and studying the
effect will allow them to improve the efficiency of communications, navigation
and surveillance systems, but researchers outside the military see HAARP
as a high tech weapon with global implications.
[speaker] The way I see HAARP, as it is right now, is a Premier - I mean
top notch - high energy radio physics experiment and has definite military
applications.
[C] Journalist MARK FARMER lives in Alaska, and has written about the potential
impact of HAARP for both JANES DEFENSE WEEKLY and POPULAR SCIENCE
MAGAZINE. He believes that HAARP will be used to take giant x-rays of earth.
[Mark] Earth penetrating tomography is a technique using extremely LOW frequency
radio waves. Today in Geophysical probing, scientists will use explosives,
or a machine that thumps the ground to produce these waves, but HAARP will
stimulate the Auroral Electro-jet to make an antenna, hundreds of miles
long, that will emit these ELF waves.
[C] Farmer's research indicates that the extremely low frequency waves would
be capable of penetrating several kilometers into the earth, farroting out
Nuclear storage facilities and other underground military installations.
[F] This is producing surveillance systems able to detect STEALTHY cruise
missiles and aircraft. These are systems that will enable us to communicate
at higher data rates and at greater distances with our Ballistic missile
submarines.
[C] While the Air Force insists that HAARP is NOT an offensive weapon and
is necessary for continuing National Security, Alaskan native, NICK BEGITCH,
purposes a different scenario in his new book.
[Nick] The things we found in other Air Force documents - one in particular
- was a document put together in 1982. The document was called 'LOW INTENSITY
CONFLICT IN MODERN TECHNOLOGY' with a FOREWORD by, none other than, NEWT
GINGRICH. One section spoke about using Radio Frequency Radiation transmitters
for DISRUPTING human thinking and for basically dehabilitating troops INVISIBLY
by being able to bombard them with radio frequency, that was tuned to just
the right frequency, just the right wave form so as to TOTALLY disrupt their
mental process, basically to debilitate those troops.
[C] Because of HAARP's potential to disrupt the earth's magnetic field,
many observers are concerned that it will damage the BIO-MAGNETIC sensors
that migratory animals like salmon and birds depend upon.
[speaker] Anything that HAARP can do to the magnetic field is, orders on
magnitude, smaller than the natural variations of the earth's field. So,
I would have to say, NO, there is nothing that we can do to affect the salmon.
[C] BUT, what generates the most concern, by far, is HAARP's ability to
tamper with - and punch holes in -the IONOSPHERE.
[speaker] One of the things that the Air Force documents points out is that
they want to use this 'heater' to create enough energy in the Ionosphere
to get a run-away effect up to the next stabilizing level - whatever that
might be.
[C] It's precisely WHATEVER that might be that worries Dr. PATRICK FLANIGAN,
a Physicist, that believes the Ionosphere is EXTREMELY FRAGILE.
[F] The Ionosphere is a CHAOTIC system that is on the edge of instability.
So the trigger point for HAARP would be that energy and that frequency which
throws the Ionosphere into CHAOS. In other words, it would be that point
which throws it OVER THE EDGE.
[C] For example, it is believed that a hole in the Earth's Ozone layer has
caused an increase in the Infra-red radiation, contributing to the melting
of the polar ice-caps, and forcing New Zealand children to wear protective
clothing to school. Flanigan and others believe the potential danger from
a hole in the Ionosphere is much greater.
[F] It could create a change in the Ionospheric shield that protects us
from cosmic radiation. We're worried about the Ozone layer - the Ozone layer
is NOTHING compared to what HAARP can do. You know, we're worried about
Ultra-violate light... that's just a very harmless ray compared to some
of those energy streams, or particles, that are coming from outer space...
that are being deflected by this natural shield around the earth. And this
is what HAARP wants to PLAY WITH.
[C] Critiques worry that HAARP has been placed in the hands of TOO FEW,
and that International debate is necessary to fully explore all the potential
dangers that this project may soon unleash. A proposal that the Air Force
has shown LITTLE INTEREST, to date.
[Kelly] Once we open this BOX, and it is a veritable PANDORA's BOX... we're
NOT going to be able to CLOSE IT. And of course, once you acquire a technology,
you want it BIGGER and BETTER aspects of it, and then we come to the question
of whether or not - if we go big, if we go better - if we're going to cause
DAMAGE to our planet?
[C] Proponents of HAARP insist that the danger has been grossly exaggerated.
The project continues to move forward as scheduled and will be fully OPERATIONAL
by 1997.
