Weapon of DOOM
or Instrument of PEACE?

In 1995, two investigative journalists, Dr Nick Begich and Jeane Manning, published a highly controversial book entitled Angels Don’t Play This HAARP. In it they reveal the background for discussion of a modern misuse of space-age technology, first developed by Nikola Tesla, at the turn of the century, for humanitarian purposes. Their book unveils the disturbing uses to which this advanced technology can be applied by its present masters—the US military and intelligence agencies.

To understand how HAARP could do harm, one must first consider the fragility of our planet’s biosphere, especially our atmosphere. The effects of pollution are evident from the earth’s surface and, from our perspective, the envelope around the planet seems vast. As seen from space, however, its fragility is much more evident. If the earth is compared to a round fruit, our entire atmosphere is as thin as the skin of an apple. This is all that separates us from deep space. A major component is the ionosphere, starting at about 40 miles above the earth’s surface and extending out some 600 miles. It is vital to all life on earth as it blocks harmful cosmic radiation.

Begich and Manning warn us that we may be in danger of having this protective envelope around the earth violated with unknown consequences by a secret US government project in Alaska called the High-frequency Active Auroral Research Program (HAARP). But what exactly is the US Government planning to do with HAARP?

At a remote Alaskan site, 36 innocuous-looking antennae point skyward, surrounded by a barbed wire fence. Attached to the fence is a sign which reads: "HAARP Research Station, Gakona, Alaska. The High-frequency Active Auroral Research Program is managed jointly by the US Air Force and US Navy to conduct scientific research in the geospace sciences. This research station studies solar-terrestrial, ionospheric, and atmospheric phenomena."

Other benign statements by military spokesmen indicate that the program is mainly an academic project with the goal of chan-ging the ionosphere for the ‘good’ of mankind. However, actual military documents are much clearer and state that HAARP aims to learn how to "exploit the ionosphere for Department of Defense purposes."

These so-called ‘defense’ purposes include the following:

The true implications of HAARP-type technologies only become apparent when we look at the patents on which the project is based. These were held until 1994 by Arco Power Technologies Inc. (APTI), a subsidiary of Atlantic Richfield Company (ARCO), one of the world’s largest oil companies and the largest employer in Alaska. Eastlund’s US Patent #4,686,605 describes a unique ionospheric heater using concentrated radio frequency (RF), focused to throw an unprecedented amount of energy into the ionosphere. Although currently HAARP is in a preliminary stage, the final stage will be able to concentrate one watt per cubic centimeter, as compared to others only able to deliver about one millionth of a watt. The patent states: "... it is possible to not only interfere with third party communications, but to take advantage of one or more such beams and carry out a communication network even though the rest of the world’s communications are disrupted...
"... large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unplanned-for drag forces with resultant destruction...
"... weather modification is possible by altering upper atmospheric wind patterns...
"... molecular modifications of the atmosphere can take place so that positive environmental effects can be achieved by increasing the levels of ozone, nitrogen, etc."
Nick Begich has found 11 other APTI patents which describe technology to make "Nuclear-sized Explosions without Radiation," a wireless system for transmission of electrical power; over-the-horizon-radar; detection systems for missiles with nuclear warheads; electromagnetic pulses previously only produced by thermonuclear weapons; as well as other ‘Star Wars’ tricks. In 1994, ARCO sold APTI to E-Systems, one of the world’s largest intelligence contractors working for the CIA, and E-Systems was, in turn, bought out by Raytheon, one of the largest defense contractors in the world. The 12 Eastlund patents are now buried among thousands of Raytheon patents.

Environmental Warfare?
Zbigniew Brzezinski, former National Security Advisor to Jimmy Carter, and J.F. MacDonald, science advisor to President Lyndon Johnson and a Professor of Geophysics at UCLA, wrote papers 25 years ago about the use of power-beaming transmitters for geophysical and environmental warfare. They described how it worked and the negative effects on human health and mental processes that would result. US Air Force documents reveal that a system has been developed for manipulating and disrupting human mental processes using pulsed radio-frequency radiation much the same as the HAARP technology. Will HAARP be used by the US government in this way? You decide.

Some may think that, as long as it’s not used within North America, it’s acceptable. But how much do you trust your government to keep a powerful and difficult-to-detect mind-control technology offshore, especially when it’s in the hands of intelligence agencies such as the CIA and NASA?

Consider another US government document in which the Air Force states that, "The potential applications of artificial electromagnetic fields are widespread and can be utilized in many military or quasi-military situations..." Some of these potential uses include:

techniques in tactical warfare. "The EM (electromagnetic) systems would be used to produce mild to severe physiological disruption or perceptual distortion or disorientation. In addition, the ability of individuals to function could be degraded to such a point that they would be combat-ineffective. Another advantage is that EM systems can provide coverage over large areas with a single system. They are silent, and countermeasures to detect and neutralize them may be difficult to develop...." One might reasonably assume that these comments indicate uses already somewhat developed. There have been unofficial reports of EM warfare used on Iraqi soldiers during Desert Storm.

An oft-cited application of HAARP, noted in the Congressional Record, is the use of earth-penetrating signals bounced off the ionosphere to look deep inside the earth for underground munitions, minerals and tunnels. The US Senate set aside $15 million to develop this Earth-Penetrating Tomography, in 1996. The problem with this is that the frequency range needed for EPT is within the range most cited for disruption of human mental functions. It may also have profound effects on migratory patterns of fish, birds, and wildlife which rely on undisturbed energy fields for navigation.

Weather Control or Disruption
Another area of concern is weather control or disruption. Angels Don’t Play This HAARP exposes government documents describing US military weather-control technology tested in Vietnam. As far back as 1958, the Department of Defense (DoD) was studying "ways to manipulate the charges of the earth and sky and so affect the weather by using an electronic beam to ionize or de-ionize the atmosphere over a given area." Project Skyfire and Project Stormfury were DoD studies of lightning and hurricane manipulation. When HAARP is built to its full power level, it could affect the weather over entire hemispheres, with unknown consequences. Also, looking at ways to cause and detect earthquakes was part of a military project named Prime Argus decades ago.

J.F. MacDonald, in 1966, published papers on how the military could use these technologies. In his book, Unless Peace Comes, he has a chapter entitled, "How to Wreck the Environment." This chapter describes the use of weather manipulation, climate modification, polar ice-cap melting or de-stabilization, ozone depletion techniques, earthquake engineering, ocean wave control, and brainwave manipulation, all by using the planet’s energy fields. He also said that these types of weapons would be developed and, when used, would be virtually undetectable by their victims. Is HAARP that weapon developed 30 years later? HAARP-type technology works on the same principle as acupuncture—small,

strategically-placed pulses of energy having a greater effect on the whole. In the case of the ionosphere, bursts of energy blasted upwards from an ionosphere heater are not very significant when compared to the energy of the total ionosphere. However, HAARP documents indicate that the energy released is a thousandfold greater than the energy injected. These ‘non-linear’ effects mean that a small input can result in a very large output, with unknown consequences for weather patterns, our environment, and all living beings. There is no way of knowing what will happen to the vast areas of the ionosphere affected by these multigigawatt pulses.

Researchers familiar with Nikola Tesla’s work are very concerned about a resonance effect reported by experimenters. Energy pulses directed at the ionosphere could trigger resonance frequencies within the earth’s crust, causing earthquakes and massive shock waves. A series of these building upon one another could cause cataclysms or worse. The government may well proceed with testing, regardless. The arrogance of the military in this regard is not without precedent.

Military objectives have often been placed before the welfare of the human race and our planet. Some examples:

Surely, with this track record, we can’t trust governments to protect us from the unknown consequences of HAARP-type experiments. Jeane Manning and Dr Nick Begich both feel that the military-industrial-academic-bureaucratic Goliath can be greatly influenced by the combined power of many determined individuals and by pressure from the alternative press. Becoming informed is the first step to empowerment.
